Support for non-unicode encoding

Hi

I have a patch that adds support for non-unicode text encoding for floe (reading only, writing I believe should stay unicode).

This is just a fallback to the default system encoding currently, but I'm planning to make it configurable per window.

 

How should I contribute changes ? Use forking in codeplex ?
